For a while it was but it was mostly because there wasnt much to do and them launching the game without any sort of npcs made the world empty asf. The quest lines weren't long and as much as i know they wanted the players to "be the npcs" not many people liked hanging together often.
Its far better know and with these new updates i can tell their pushing to make it up to the fans of fallout big time, especially with the continued flow of content and in a few days another major update is coming that will add an update to the challenges in the game and give some pretty neat rewards as well as legendary perk cards although those perk cards dont seem to great in comparison to everything else. Plus their planning on throwing a brotherhood of steel questline in soon too.
